Is there a specific reason why the Ural 650 and 750 cc is inverted as opposed to the Boxers we are familiar with?

It is probably because the design is a copy of an early BMW boxer which had the pushrods on top.
  

Keep your bike in good repair:  motorcycle boots are not comfortable for walking.

BMW moved the camshaft from above the crankshaft to below it  with the introduction of the /5's. Usual reason cited is to improve ground clearance.
